組織有關聯性、銷售之貨物是否屬國家或聯合國管制物資，賣

方之海關作高標準之查驗。諸多國家對航空運送更加重視貨物
之安全性，Incoterms 2010 反映此實務。

倫敦國際保險人協會 (the International Underwriting

Association of London, IUA)，於 2009 年 1 月 1 日生效之協
會 貨 物保險 條 款，有 關 恐怖活 動 (terrorism) 之定義予 以 擴

大，任何人代表任何組織或與該組織有關聯，以暴力從事恐怖
行為直接進行推翻或影響任何政府；個人恐怖行為亦擴大到涵

蓋任何人從事政治動機、有極端思想及宗教動機之行為 。

Protection (CBP) ］ 的進口安全申報方案 (10+2 規則 )

［Importer Security Filing “10+2” Program］安全申報參考
資訊，已於 2010 年 1 月 26 日正式實施。該方案要求進口商

和船公司對進入美國的非散貨，要以電子傳送方式向美國海關
