由於以色列港口是不被允許的，同時單據也必須包含此項證明。該
條款即所謂「黑名單」條款。此條款乃肇因於以色列與阿拉伯國家

為世仇，猶太人自建立以色列以來，即遭受阿拉伯國家之排斥，以
致以、阿之間糾紛不斷，各種報復行動屢見不鮮，甚至於在經貿上

亦不能倖免；因此由阿拉伯國家或其銀行所開之信用狀中，經常載
明排斥以色列之條款 (如本條款)，以作為對以色列報復行動之一。

至於上述所要求之證明書，只要發貨人 (Shipper) 向船公司或其代理
商直接索取即可。雖然船舶所隸屬公司不同，然其證明書之內容，

卻大致相同。茲舉例說明於後：
TO WHOM IT MAY CONCERN：

1. Name of vessel：Ville de pluton built in 1996
2. Nationality of vessel：Germany

3. Owner/Operator of vessel ： Compagnie Maritime D’Affretement
(C.M.A.)

4. The undersigned does hereby declare on behalf of the owner,Master

for Agent of the above named vessel that said vessel is not registered
in Israeli or owned by nationals or residents of Israeli and will not

call at or pass through the Israeli port enroute of Saudi Arabia.
5. The undersigned further declares that said vessel is otherwise

eligible to enter inte the ports of the Kingdom of Saudi Arabia in
conformity with its laws and regulations.

6. Dated at Taipei, Taiwan on the 6TH of DEC. 2001 sworn to before
me, this 6TH of DEC. 2001 Anlee Shipping Agency, Ltd.

7. As agent for：Compagnie Maritime D’Affretement
