美國司法部也繼續與證管會和商品期貨交易委員會就未來 的 加

密貨 幣法規進 行協調， 以確保有 效的消費 者保護和 更簡化的 監理 監
督 。美國財 政部強調 迫切需要 加密法規 來打擊全 球和國內 犯罪 活

動，美國財政部並已於 2018 年 1 月宣布了一個編制在財政部金融穩
定監督委員會 (Financial Stability Oversight Council, FSOC) 下的工

作小 組，希望 藉由一些 其他例如 ：日本、 韓國等國 的做法， 以探 索
日益擁擠的加密貨幣市場。

2020 年 12 月，FinCEN 為了加強對加密貨幣 (包括數位資產 ) 轉
換程 序的管理 ，草擬法 規要求轄 下金融機 構對於客 戶從事加 密貨 幣

轉換時，應 留下客戶轉換紀錄並向 FinCEN 提交報告。FinCEN 近年
